Berkeley County Water & Sanitation
Berkeley County recycling services are handled by RePower South and are included in your regular trash pickup every Thursday.
While the POA encourages recycling, the CC&R’s do require the use of approved containers.

Please see the below excerpt from the Carnes Crossroads Covenants, Conditions and Restrictions (CC&R’s) regarding the approved locations for garbage cans and general garbage procedures.
10.12 Storage of Materials, Garbage, and Dumping.
All garbage cans shall be located or screened so as to be concealed from view of neighboring streets and property.
All rubbish, trash, and garbage shall be regularly removed and shall not be allowed to accumulate.
There shall be no dumping of grass clippings, leaves or other debris; rubbish, trash or garbage; petroleum products, fertilizers, or other potentially hazardous or toxic substances in any pond, lake, drainage ditch or stream within the Properties or on any Common Area, except that fertilizers may be applied to landscaping on property provided care is taken to minimize runoff.
Each Owner shall maintain his or her property in a neat and orderly condition throughout initial construction.
Alligators have long been a part of the natural environment around the Lowcountry. While these creatures are certainly deserving of our respect, there is no reason to fear them as long as we understand a few safety tips. The Department of Natural Resources provides us with a limited number of removal tags each year, so we want to reserve those for gators who pose a threat to humans and pets. Even if we wanted to, we’d never be able to guarantee their elimination from the ponds and waterways around Carnes Crossroads. Also, every alligator that is removed by our trapper is killed, whether the gator truly posed a threat to humans or not. We should strive to limit the alligator harvest to those that are truly a problem. Please read these important safety tips:
NEVER feed alligators. Not only is it against the law, but it’s also dangerous. It trains alligators to associate people with food. This can cause alligators to lose their natural fear of humans.
Keep children and pets away from the edge of ponds. Pets are more susceptible to being attacked as they resemble normal prey items for alligators.
Alligators primarily live in freshwater, and you should assume that every pond in Carnes Crossroads will have a gator in it from time to time. While it’s typical to see alligators basking in the sun when the temperature is warm, alligators can be spotted in ponds throughout the winter.
NEVER swim in any of the ponds in Carnes Crossroads at any time.
Don’t approach an alligator, keep your distance and leave them alone. Alligators can move in quick bursts over short distances but normally do not try to run after people. If an alligator hisses, it’s a warning that you are too close.
If an alligator is in a place where it cannot reasonably be expected to get back to the water without posing a risk to itself or to others or is in a location that presents an immediate hazard, such as your personal property, road, school, pool, parking lot, etc., contact the local authorities at 911.
To report an alligator, please contact the POA office at (843) 970-3417. Provide a description of the alligator (approximate length and any special behavior you may have noted) and the exact pond location. It is also very helpful – if you are comfortable and in a safe position – to take a photo of the alligator and attach the picture to your email.

Remember: your Annual Assessment is due January 1st. No late charges will be added to your account as long as CCMC receives your payment in full before January 31st. Per the Carnes Crossroads Community Association’s CC&Rs, payments received after January 31st incur a late fee set forth by the Board at 1.5% per month.

Street Lights are an important part of the aesthetics, safety and security for our neighborhood. Below is the protocol for having new street lights turned on and also information on who to call once a light is on but goes out or is damaged.
New Street Lights:
Our development team sends the approved street plans to Berkeley Electric Cooperative. Berkeley Electric creates the street lighting plan and sends it to the development team and the City of Goose Creek Planning & Zoning Department. Sarah Hanson with the City of Goose Creek Planning Department and Mandy Neuman with the Department of Public Works are the people who keep track of new lights and when they are turned on. It is the Department of Public Works who directs Berkeley Electric Cooperative to turn on the street lights. If you notice that a street light is installed but not turned on, please call or email Mandy Neuman at 843.824.2200 extension #4260 or email@example.com. She will then check on the status of the specific street light.
Existing Working Street Lights:
Berkeley Electric Cooperative is to be called when an existing light goes out, damaged or any other issue with the street light after it has been turned on by the City’sDepartment of Public Works. When calling Berkeley Electric Cooperative, property owners should have the identification number which is on the yellow tag that is mounted on the street light pole for reference. The Berkeley Electric phone number is (843)553-5020.
The guidelines for PODS and dumpsters per the City of Goose Creek state that they should be placed in the property's driveway for no more than 30 days. The City of Goose Creek requires residents to obtain a permit for a POD or dumpster. Please go to http://www.cityofgoosecreek.com/263/Portable-Storage-Units to obtain a permit. The City of Goose Creek requires residents to obtain a permit for portable storage units. Permit fees are based on the size of the unit, and the permit is typically processed within a day or two.
Portable Storage System Guidelines:
Unit sizes cannot exceed 20 feet in length
Use is limited to one unit per structure for a maximum of 30 days
A unit may not block access or egress to the principal structure and must meet side and rear setback

Below are the City of Goose Creek laws regarding leash and public nuisance laws for animal owners:
PET ORDINANCES OF THE CITY OF GOOSE CREEK 90.04 RESTRAINT/LEASH/LEAD – ANIMAL (A) It shall be unlawful for any owner or custodian of any animal to permit the same to run-at-large at any time within the city. All animals shall be secured by a leash or lead under the control of a responsible person and obedient to that person’s commands when the animal(s) are off or removed from the real or personal property limits of its owner. 90.05 NUISANCE; ANIMAL(S). (A) It shall be unlawful for any person to own, keep, possess or maintain any animal in such a manner as to constitute or allow it to become a public nuisance. (B) In addition, the following acts or actions by an owner of any animal are hereby declared to be a public nuisance under this section and to be unlawful: (6) Allowing or permitting an animal to bark, whine, howl or yowl, in an excessive, continuous, or untimely fashion, or make other noise in such a manner so as to result in a serious annoyance or interference with the reasonable use and enjoyment of adjoining or nearby properties; Total # of pets allowed at the residence
City of Goose Creek Code of Ordinances Section 4-3 states that a total of three dogs and/or cats may be kept or harbored at any residence without a permit. Up to six dogs and/or cats may be kept or harbored at any residence, provided such owner of said residence obtains a permit from the city for the additional dogs and/or cats over three; the permit fee for each additional dog and/or cat shall be $25, annually.
Below is are the guidelines regarding pets and noise from the Carnes Crossroads CC&R’s:
10.10 Animals and Pets. No animals, livestock, or poultry of any kind may be raised, bred, kept, or permitted on any Residential Unit, with the exception of dogs, cats, or other usual and common household pets in reasonable number, as determined by the Board. No animals shall be kept, bred, or maintained for commercial purposes without prior written Board approval. All permitted pets shall be reasonably controlled by the owner whenever outside a dwelling and shall be kept in such a manner as to not become a nuisance by barking or other acts. The owners of the pet shall be responsible for all of the pet’s actions. Pets shall not be permitted in any lake, pond, or other body of water, within any Adjacent Property except in compliance with conditions established by the owner of such Adjacent Property. If in the sole opinion of the Board, any animal becomes dangerous or an annoyance or nuisance in the Properties or to nearby property or destruction of wildlife, such animal shall be removed from the Properties. By way of explanation and not limitation, this Section may be enforced by exercising self-help rights provided in Section 4.3. This provision shall not be construed to interfere with any provision under the Americans with Disabilities Act or any similar applicable federal, state or local law, ordinance, or regulation. Service animals in active use shall be permitted on the Properties.
10.11 Nuisance. It shall be the responsibility of each Owner and Occupant to prevent the development of any unclean, unhealthy, unsightly, or unkempt condition on his or her property. No portion of the Properties shall be used, in whole or in part, for the storage of any property or thing that will cause such Unit to appear to be in an unclean or untidy condition or that will be obnoxious to the eye; nor shall any substance, thing, or material be kept that will emit foul or obnoxious odors or that will cause any noise or other condition that will or might, in the sole discretion of the Board, disturb the peace, quiet, safety, comfort, or serenity of the Occupants of surrounding property. No noxious or offensive activity shall be conducted within the Properties, nor shall anything be done tending to cause embarrassment, discomfort, annoyance, or nuisance to any Person using any property within the Properties. There shall not be maintained any plants or animals or device or thing of any sort whose activities or existence in any way is noxious, dangerous, unsightly, unpleasant, or of a nature as may diminish or destroy the enjoyment of the Properties. Without limiting the generality of the foregoing, no speaker, horn, whistle, siren, bell, amplifier, or another sound device, except such devices as may be used exclusively for security purposes or as approved by the ARB, shall be located, installed, or maintained upon the exterior of any Unit unless required by law. Any siren or device for security purposes shall contain a device or system which causes it to shut off automatically. The reasonable and normal development, construction, and sales activities are conducted or permitted.
